摘要
提出现代气候观概念，并指出现代气候观包括气候系统观、资源观、环境观、变化观、层次观；新疆当前迫切需要研究解决的气候问题是新疆气候变化及其对环境特别是水资源的影响以及短期气候预测及其业务系统的建立。
Some concept on modern climatic viewpoint is put forward,which include climatic system, resources, environment, variation and hiberarchy viewpoints. The several climate issues needed to be studied and solved urgently at present are the climate change and its effect on environment,especially on water resources, as well as short climate prediction and the establishment of its operational system.
