摘要
在稳定家庭承包制 ,实行土地使用权长期化的基础上 ,推进土地使用权的流转 ,实现农业的适度规模经营 ,是我国农业发展的基本方向。法律允许土地使用权依法转让 ,这为土地使用权市场的构建提供了政策依据。只有进一步完善相关的政策法规 ,才能促进农地流转工作的顺利进行。
On the basis of stabilization family contract and carry out land using right for a long time, to accelerate the exchange of land using right and realize scale management of agriculture is the trend of agriculture of our country. Law approve land using right to exchange that it provide policy for establishment land using right market. For this reason, ought to perfect relative policy & statute and accelerate the exchange of land using right.
