According to the actuality of Jiamusi information network, a construction project of Jiamusi information network, without wasting present network resource, is proposed. This project is based on TCP/IP transport protocols and centered on ATM exchangers. This network can provide many services such as WWW, DNS, E-MAIL, FTP, NEWS, PC TO PHONE and so on.
