摘要
在政治改革和公共行政的改革中 ,中介组织的发展是一个引人注目的趋势。但是 ,中介组织的发展并不是解决政府危机的根本出路 ,它只是一个随机性和权宜性的解决方案。公共行政的根本性变革取决于其价值的重新确定 ,其中 ,行政人员的道德价值是公共行政的内生价值。对于公共行政而言 ,制度及其体制的道德化固然是基本的方面 ,但是 ,这种制度和体制无非是行政人员行政行为的框架 ,最为关键的还是行政人员的行政行为。只有当行政人员是道德的 ,他的行为才是公正的 ,制度和体制的价值才能体现出来。
It is an important trend to expand agency structure in the course of politics and public administration reform. The progress,however,is not a root way to settle up the crisis that government is facing. The author regards it as a kind of schemes in randomicity and expediency and thinks the ultimate transform of public administration depends on the confirmation of its value. Thereinto, the moral value of administration personnel is a sort of endogenesis one in the system of public administration. We should consider that the public administration pursues the moralization of its system, which is a radical effort. But the system is no more than the frame of administration behavior. That is: the personnel do all of the administration behaviors in it. We can’t look forward to justness in the behaviors of administration personnel and in the system of public administration but that the personnel come to moralization. The administration personnel can achieve his moralization if he treats the relation between his idio\|rights and public power correctly.
