摘要
文件生命周期理论也是电子文件管理的基础理论 ,主要涉及文件运动的整体性、阶段性以及文件运动过程中诸种因素相互之间的内在联系等问题。国际档案理事会电子文件委员会把电子文件生命周期区分为三个阶段 ,其区分的基础实际上是电子文件的管理活动 ,而非电子文件自身的运动。为此 ,有必要依据文件在运动过程中价值变化的规律 ,提出既适用于电子文件 ,又适用于传统文件的生命阶段划分法。这种划分法本来就有 ,就是已经在我国流行的“四分法” ,但是必须对其所具有的含义重新加以诠释 。
The theory of the life cycle of electronic records is fundamental to the management of electronic records. It involves the whole process and the different factors affecting all the phases of the record movement. The Electronic Records Commission of ICA defines the life cycle in three phases, based on management activities rather than on the movement of the records themselves. This essay, however, proposes a different definition of the phases of movement in terms of the value variation of the records themselves in their movement, a definition which brings the cycle of electronic records and that of conventional records into consistency. This definition has actually existed in China in the form of a \!four\|phase division\', which nevertheless needs to be redefined in the new theoretical framework.
