重点探讨了与柴达木资源开发相关的五个问题。一是柴达木在青海发展和西部地区资源开发中的地位和作用问题 ;二是格尔木市发展中的几个问题 ,重点探讨了格尔木的城市性质 ,格尔木在国家资源安全中的作用和格尔木进一步发展的问题 ;三是讨论了西部大开发中 ,资源的地位和作用问题 ;四是讨论了投资补偿理论和柴达木盆地矿业城市可持续发展问题 ;
