摘要
森林的生态效益虽已被越来越多的人所认识 ,但因受益而自愿付费的人很少 .该文通过对国内外有关公益林的生态效益补偿的综述 ,阐明 :①建立公益林补偿制度的原则 ,补偿主体及补偿方法 ;②补偿对象 ;③补偿标准 ;④森林生态效益补偿实质 .并结合对密云县密云水库上游水源涵养林的生态效益进行经济补偿案例分析 ,确定补偿主体及补偿对象 ;通过 4种补偿方案的比较 。
More and more people have realized the importance and the ecological benefit of forest. But few people like to pay for it:it is free for everyone to enjoy the ecological benefit now. The development of domestic and foreign economic compensation researches of non-commercial forests was studied in this paper and the following aspects is illustrated: (1) the principles of establishing non-commercial forest compensation system; (2) main body and object of economic compensation of non-commercial forest; (3) the criterion of compensation; (4) the essence of non-commercial forest compensation. The case - the compensation of water conservation forests in the upper stream of Miyun reservoir in Beijing was analyzed.
