摘要
首先揭示了中国现行农业政策的主要特征 ,然后以WTO《农业协议》为参照 ,指出中国农业政策在市场准入、国内支持及卫生检疫措施等方面的相悖之处 ,最后就新时期中国农业政策调整提出如下主要建议 :1 农业政策的首要目标应从保证供应转向提高农民收入 ;2 农业政策的主要手段应从边境措施转向国内支持 ;3 国内支持应从价格支持转向收入支持 ;4
The main characteristics of the present agricultural policies in China is described.Compared with the Agricultural Agreement of WTO,the current agricultural policies in China don′t conform in many aspects such as market access,domestic support and sanitary and phytosanitary measures.The suggestions for the adjustment in the agricultural policies in the new period in China are as follows:firstly,the purpose of the polices should be diverted from ensuring the produce supply to increasing the farmers′income;secondly,the major means of the policies should be changed from border measures to domestic support;thirdly,the domestic support should be altered from price support to income support;fourthly,the government should strengthen the assistance to the agriculture.
