摘要
农村土地经营制度创新的立足点必须以农业生产力的发展水平为中心 ,农村土地经营制度的变革与重构是由多重制度创新相互耦合而形成的一个复杂系统。其未来的创新体系应涵盖以下几方面 :1重构农业生产微观运行载体 ;2兼顾公平与效率 ;3遵循与服从现实约束条件 ;4实现政府行为主体与农民自我创新的有机统一 ;
We must take the development level of productive forces as the foothold of the innovation of the operational system of farmland. The transformation and reconstruction of operational system of farmland is a complicated system formed by the coupling of multifold systematic creations. The future innovation system should contain at least the following four part:①to reconstruct the microoperation carrier of agricultural production;②to consifer t equity and efficiency;③to follow the realistic restraining conditions;④to materialize the organic unity of the main body of governmental behavior and the farmers' creations by themselvws;⑤to set up innovation target system.
