In recent years, the per capita energy consumption and the total need for energy in China has risenyear-by-year. The people's electricity consumption has increased by 10% to 15% each year, while thetotal energy consumption has only risen 3% to 5% each year. China started to develop energy efficiencystandsrds in the mid-1980s. The National Energy Basis and Management Standardization TechnologyCommittee formulated and issued the first batch of nine energy efficiency standards in 1989. Since 1995,the first batch of energy efficiency standards have been revised. Energy efficiency standards have alsobeen issued for some new household electrical appliances and lighting products one after another.
