摘要
本文针对应试教育的弊端和中小学素质教育的实际情况，从素质、基础素质的概念和特点入手，分析指出基础教育应重在培养中小学生的基础素质，并根据中小学生基础素质的结构提出了相应的培养原则及措施。
The article,starting with the conceptions and features of quality and elemeatary quality,discusses why elementary education should focus on the cultivation of the elementary quality,and also suggests some principles and steps in accordance with the structure of the students' elementary quality.
