中国古代国家形态的发展历程是渐进式的。周代宗法血缘政治统治向君主专制中央集权国家形态的演变是由自上而下的“变法”方式完成的。因此，周制与秦汉制度尽管在社会经济基础上有很大的不同，但是彼此之间仍然有诸多联系。秦汉国家形态重要侧面之一的官僚制度，无论在职官名称，还是官职职掌上都可以溯源至周代。周代国家若干重要的职官制度，也对秦汉产生过深远影响。探讨秦汉官僚制度与周制之间的关系对于我们完整把握和研究秦汉国家政治制度具有重要意义。
The state formation in ancient china unelerwent a gradual process. Although the Zhou system differs greatly from thet of the Qin on social economic basis, they were connected in many respects. The professional official system of the Zhou once influenced the Qin and the Han,It is important to probe the relationships between the two systems and to see through and study the state system of the Qin and the Han Dynasties.
