摘要
列举了日本东京都燃气公司公布的天然气价格制度，通过实例了解他们在制定燃气价格制度时考虑的各种因素，以供我国参考并促进我国早日建立符合市场经济规律的天然气及其它燃料的价格制度。在天然气价格计算方法中，涉及到了消费税、使用量、货币汇率、国际燃料价格、天然气基价(管线网络设施的投资)、按地区的适用价格等因素。建立了完备的价格制度以后，政府的职能将转变，企业和用户的利益会得到维护，将进一步促进经济发展和社会稳定。
In this presentation, the price system for natural gas issued by the Tokyo Gas Company of Japan was described and analyzed preliminarily. Factors which have to be considered when establishing the price system for natural gas were analyzed by a case study. In the calculation, factors such as consumer tax, quantity, exchange rates, fuel prices on the international market, capital costs (investment in the pipeline networks), and regional suitable prices etc., were involved. After establishing a complete price system for natural gas, the function of the government will be changed, and the benefit of the companies and consumers can thus be asserted, which will promote the economic development and stability of society.
