摘要
以人口平均受教育程度为最基本的核心指标 ,对我国人口文化教育素质、人力资源分布质量、人力资本存量质量进行测量与评估 。
Taking the average education degree of population as the core indicator, this paper measures and evaluates the quality of population education, the human resources distribution, and the human capital stocks in China. The author argued that it is a big challenge to facing human resource development in China.
