摘要
从分析机车维修体制的现状入手 ,指出了在社会主义市场经济体制这个大环境下现行机车维修体制存在的种种弊端。提出了机车维修业组建动力公司 ,建立具有法人资格的机车段修工厂或者相对独立的模拟法人的维修单位 ;提出建立市场招标修车的竞争体制 ;对状态计划修体制向状态修体制过渡进行了探讨。在机车维修管理上 ,提出了贯彻ISO90 0 0系列国际标准 ,确保维修质量有序可控 ;并结合本单位的工作经验 ,提出了抓好“三分析、两卡控”的现场管理有效方法 ,以确保机车检修数量和维修质量上的协调发展 ;在管理上 。
The various disadvantages of the existing locomotive maintenance system under socialist market economy system were pointed out, beginning with analyzing the current situations of locomotive maintenance system. It was proposed that the motive power companies in locomotive maintenance industry, and locomotive depot repair factories with legal personality or relatively independent maintenance units with quasi legal personality should be set up, and that the competition system of maintaining vehicles by bidding in the market should be built. The transition from health and plan based maintenance system to health based maintenance was discussed. On locomotive maintenance management, it was also proposed that ISO9000 Series international standards should be carried out to ensure orderly control of maintenance quality, and the effective spot management method of “three analyses, two controls” should be implemented to ensure the harmonious development of locomotive maintenance quality and quantity, based on the operation experience at Yingtan Locomotive Depot. On management side, the various effective ways of innovation of income distribution exciting system for employers were proposed.
