摘要
由计划经济向市场经济转轨时期,暴露出辽宁省卫生资源配置效率低下,进而严重影响全省卫生事业发展,成为一个“瓶颈”。改革首当其冲的问题是卫生体制。新形势要求我们必须转变卫生行政部门的管理职能,用符合市场经济发展规律的思维方式来管理卫生全行业工作。这样才能牵一发而动全身,抓住了主要矛盾,真正解决卫生改革中的深层次问题,按照区域卫生规划的要求优化配置卫生资源,变办卫生为管卫生,通过强化全行业管理,发挥市场对卫生资源配置的基础性作用,使全社会卫生资源的调整逐步走向动态平衡,进而极大地促进卫生事业健康可持续发展。
When China is transforming from the plan economy to the market-oriented economy, the low efficiency of Liaoning Province on health resources allocation is exposed. It hinders seriously the development of the health sector and has become a bottleneck'. Above all, we must reform the health system. In order to adapt to the new situation, the health administrative sectors must change their functions and manage the health industry with thinking pattern in line with the market economy theory. If these main contradictions are controlled, some deep problems can be solves smoothly. The government will not operate the healty institutions but monitor and regulate them. According to the regional health plan, the health resources are allocated effectively. By implementing the whole - industry - managing system, the government will allocate health resources with market mechanism. In the end the health resource of the whole industry will come into the stage of the dynamic balance to promote the sustainable development of health sector.
