摘要
残疾人福利是关系到人权、人道的重大问题，其基本点在于如何培植其自立和参与社会活动的基础。日本采取措施，消除“心理障碍”，加强残疾人社会自立、生活和住行环境的基础，促进其就学、就业，收到较好的效果。尤其是近几年，为适应信息化的发展，消除残疾人与正常人之间存在的“信息障碍”，改变残疾人在信息化社会中的“信息弱者”地位，又在不断地加强残疾人信息化适应对策的力度。其做法有不少是值得我国借鉴的。
The welfare of the handicapped is an important issue that is closely related with human right and humanity. The essence of the issue is how to help the handicapped to become self-supporting and able to get involved in social activities. Japan has taken measures to help them and has made good progress in curing them of their 'psychological banters' and building up the facilities for their independent living, social interaction and traveling. Especially in the recent years, in order to adapt the handicapped to the development of the information-based society, Japan has made continual efforts in eliminating the 'information banter' between the handicapped and the healthy, and improving the status of the handicapped as the 'weak group' in such a society. Many of Japan's such practices are worthy for us to learn from.
