摘要
作为世界上最大的发展中国家的中国，改革开放二十年以来，经济以年均 8％－ 10％左右的速度高速增长，同时伴随着严重的环境污染。近年来，政府和公众都认识到环境问题的严重性并采取了许多积极措施来改善环境。本文在简要回顾我国环境保护政策的演进以及水污染相关环保政策的执行效果的基础上，从立法和执法角度对我国水污染相关政策的缺陷进行了具体分析。这些相关政策的缺陷有水资源价格不合理、排污收费制度不健全、排污许可证制度问题、环保政策法规滞后及执法监督不力等。
As the biggest developing country, China's economy increased at 8－ 10 per cent since it was opened 20 years ago,at the same time its environmental pollution has been getting worse. Recent years, both government and public came to realize the severity of environment problems and take active measures to improve it. The paper focuses on the limitations of current environmental policies related to water pollution, including much lower pricing of water resources, morbidity of emission charge system, problems related to emission permitting system, sluggishness and counter－ enforcement of environmental policies.
