摘要
本文构建了衡量第三产业综合发展水平的评估指标体系，采用定量的因子分析法评估了中国大陆 31个省市区第三产业综合发展水平的高低，并对各个省市区的第三产业发展水平进行了非均衡差异评估分析。必须充分发挥区域特色和比较优势，针对处于不同发展水平和类型的区域，实施第三产业非均衡协调发展战略，制订切实可行的政策措施，构建和培育各具特色的第三产业发展体系和方向。
： The paper sets up a set of assessment index system of regional tertiary industries. Using the methods of factor analysis,the paper analyses and gets the synthetical development levels of 31 provincial regions of China,then, compares and analyses the non－ equilibrium diversities of the regions.Regional characteristics and caparison advantages must be developed. Then,aimed at the various levels and types of regions,the paper sets forwards the non－ equilibrium and harmonious strategy, works out feasible policy and measures of promoting synthetical development levels of the regional tertiary industries.At last,the paper constructs the individual development systems and orientations of the regional tertiary industries.
