摘要
在世界各主要工业化国家中，"企业是技术创新的主体"是一种普遍现象，自然现象。在计划经济体制下，企业在很大程度上是一个单纯的生产单位，创新主体是科研院所。在解决"科技-经济"两张皮的问题中，我们始终面临着一个重要问题：是以生产资源为中心配置科技资源，还是以科技资源为中心配置生产资源？在本文中，作者从创新模式改变的角度，对此进行了讨论。
： In the majority industrialized countries of the world， the' enterprise is the main body of technical innovation' is an universal and natural phenomenon. Under the planned economic system， enterprise is a pure production unit， and the main body of technical innovation is a scientific and technical research unit. In order to solve the problem of science and technology being out of line with economy， we have been confronted with a very important problem all the time： should we let production resource play a key role in collocating science and technology resource， or let science and technology resource be at the core in disposing production resource？ In this paper， the author has discussed this problem from the view of changes of innovation mode altering.
