摘要
对目前国内外垃圾主要处理方法进行了评价，认为要从根本上解决我国城市生活垃圾问题必须建立健全垃圾减量与处理的双重机制。提出了“清洁生活”的概念，指出了城市生活垃圾的减量要建立在“清洁生活”战略指导思想的基础上；建立城市生活垃圾多级、低熵分选处理体系是符合我国国情的有效处理垃圾的最佳选择。
In order to solve the problem of civic living rubbish fundamentally, we must establish the system of organization in both sides: solving and reducing rubbish. But there is neither a complete solving civic living rubbish system nor a reducing rubbish system in our country at the present time. According to the basic circumstances of our country, it's the best and most effective way that we establish the multi choosing and low entropy-choosing solving system.On the other hand, it depends on the thought of 'cleaning living' that we reduce the civic living rubbish. It's the most important conception after the writer submitted the conception of 'cleaning producing'.
