建议采用高新技术,使城市轨道交通的线路高架化、土建结构小型化,并使其运送能力和服务水平与地下铁道相当,其噪声、景观等均能基本符合市区的环境质量要求;同时建议车辆等机电设备应国产化。这样,可大幅度降低工程造价,缩短工期。以地铁2号线为例,经初步计算,高架化、小型化后的静态平均造价为3.65亿元/km,动态总投资仅需133亿元,比原地铁方案节省投资55%(如车辆等实现国产化,投资还可进一步降低);建设期可缩至3~4年,比原地铁方案缩短7~8年。
