环境是经济发展的物质基础 ,其变化又必然制约经济活动 ,二者相互促进、依存和制约。可持续发展规范了二者间既矛盾又统一的关系 ,可使其相互促进 。
The material basis of economic development, environment restrains the economic activities through its changes. The sustainable development can coordinate the development of economy and environment and promote their common progress.
