实施西部大开发以推动中华民族晰的发展和进步，是西郑高千教育区城化的根本前提。西部高等教育区城化要处理好与高等教育国家化、国际化的关系，处理好西部高校区域性协调与省区市具体管理的关系、西部可持续发展与服务于地方经济的关系、科技创新与文化建设的关系。
The implementation of Western development to promote the advancement of Chinese Peoples is the radical premise of the regionalization of the higher education in the west. To regionalize the higher education of the west, it is necessary to take order with the relationships between regionalization and nationalization and internationalization, to take order with the relationship between the regional harmonization of the higher education institutes and the administration of Provinces or municipalities, the relationship between sustainable development of the west and its fonction of serving local economy, and the relationship between scientific and technological in- novation and cultural construction.
