摘要
农村经济体制变革和农民卫生服务需求的变化,使农村三级医疗预防保健网面临资金不足和预防保健功能削弱等一系列新问题。辽宁省海城市卫生局应对新形势,调整组织结构,在乡镇层面实行医防分离,建立乡镇卫生办公室,还权于政;改变防保经费资金流程,政府购买防保服务,对乡镇防保组织形成了重视预防保健的正向激励。其改革探索表明:随着经济社会的变革和卫生服务需求的变化,农村防保体制必须进行组织创新。
The change of health care demand and the reform of the economic system in rural areas result in a series of new problems that the network for elementtaery health prevention lacks funds and the funciton of elementary health prevention was weakened. To counter the situation, health bureau of Haicheng city in Liaoning province readjusts their organization in order to separate health prevention form medical care. Because the government purchases health prevention service, some good incentive mechanisms have been made in Haicheng city. This tells us that some new ideas have to be brought in elementary health prevention system with the change of halth care demand and the reform of economic system in rural areas.
