摘要
低碳经济是我国未来经济的主流模式,将深刻影响我国产业集群的发展方向。目前吉林省产业集群发展存在着集群化程度较低、基础较差,特别是污染重、资源开发过度等问题。如何将产业集群升级嵌入低碳经济发展的框架内,构建新的产业集群升级模式,是未来吉林省产业集群发展的战略方向和目标。因此,应通过构建生态环保运行制度、完善区域技术创新体系、发挥市场资源配置作用以及培育新兴产业集群等手段,加快吉林省产业集群优化升级,构建具有区域特色的产业集群升级模式,以实现吉林经济的跨越式发展。
Low-carbon economy will be the mainstream ence the orientation of China＇s industrial clusters. But economy in future in China, and will profoundly influ- at present, there exist some problems with the develop- ment of industrial cluster in Jilin Province, such as the lower degree of clustering, poor foundation, especially heavy pollution and over-exploitation of resources, etc.. How to embed industrial cluster upgrading in the frame- work of the development of low-carbon economy and to set up a new industrial cluster upgrading mode will be the strategic orientation and goals for the future development of industrial cluster in Jilin Province. In order to speed up the wheels of the optimization of industrial cluster upgrading in Jilin Province, several proposals have been put forward in this paper： firstly, it is important to build eco-system; secondly, it is essential to improve the regional technological innovation system ; thirdly, it is still necessary to give full play to the resource allocation of market ; last but not least, it is also vital to nurture new industrial cluster. Therefore, in order to achieve leap develop- ment in Jilin＇s economy, the government should take measures to build industrial cluster upgrading mode with re- gional characteristics.
