摘要
农村的现代化是中国进入 21世纪后所面临的重大课题，农村要实现现代化必须解决一系列问题。从农村的制度设计和制度安排的角度，探讨如何进一步激发农民的能动性和创造力，全面促进农村的脱贫与发展是我国农村制度创新的关键。
Modernization in rural areas in china is a major problem that we have to face in the 21st century.In order to realize it,we must deal with a series from the angle of system designing and arranging in those areas by stimulating the dynamic roles and creativity of the farmers so as to promote the development in rural areas,letting them break off the over－ all proverty.
