摘要
分析了我国环境污染与破坏事故的时空变化趋势,探究其驱动因子,这对于防范和治理我国的环境问题具有重要意义。利用1991-2010年的环境染污统计数据分析了我国各大类主要环境污染与破坏事故的变化趋势及影响因素。结果表明：我国的环境污染与破坏事故发生次数在近20年呈波动下降趋势,但在经济发展初期均表现为环境污染事故高发期,其主要诱因可能是环境保护力度跟不上经济的迅猛发展。近20年来,影响环境污染与破坏事故发生次数的外部因素数量在减少,且影响力度也有所减弱,但地区生产总值和工业企业数仍与环境事故数呈显著的正相关,说明经济的高速发展与环境的高负荷仍然存在一系列难以克服的问题,它们依然是造成环境污染事故的主要因素之一。
Understanding the spatio - temporal patterns of the environmental pollution and destruction accidents and their driving factors is very important for the prevention and governance of environmental problems. Based on the environmental statistics data from 1991 to 2010, this study analyzed the changing trend and influencing factors of the principal kinds of environmental pollution and destruction accidents in China. Results indicated that the number of environmental pollution and destruction accidents showed a fluctuant reduction in the recent 20 years, while it experi- enced a period of higher accident rate in the early stage of economic development, which implicates that the current environmental protection may not keep the pace of the rapid economic development. The number of driving factors for environmental pollution and destruction accidents decreased and their influence strength has been weakened in recent 20 years ,but the Gross Domestic Product（GDP） and the number of industrial enterprises still had a significant posi- tive correlation with the number of environmental accidents, which implicates that there still have a series of problem between the rapid economic development and the high environmental burden, and they continue to be one of the major factors leading to environmental pollution accidents.
