成本-收益理论视角下“民工荒”与“就业难”悖论分析

摘要 二元经济理论视角下劳动力大量剩余与劳动力工资快速上涨并存、"民工荒"与"就业难"并存有悖于经济发展规律。文章通过动态比较分析了劳动力转移的成本和收益,认为本世纪初我国初代农民工向城市转移所面临的成本和收益已经发生变化,他们逐渐倾向于选择留守农村,而大学生劳动力已经迈入中端劳动力行列,向低端劳动力市场转移的成本大于收益。成本收益比的变化是我国"民工荒"与"就业难"并存的重要原因。加速劳动密集型产业向内地转移、放宽农民工招工条件、降低大学生培养成本以及积极调整大学生培养模式,是解决"民工荒"与"就业难"并存的有效途径。 From the point of view of dual economic theory, a large number of surplus labor force and rapidly rising wages coexist. The coexistence of labor shortage and employment difficulty is against the law of economic development. By analysis of the cost-benefit of the labor transfer, this paper found that the costs and benefits have changed in the beginning of this century. In China, the first generation of migrant workers gradually tended to choose to stay in rural areas. At the same time, college graduates have entered the middle market; the cost of the labor transfer to the low end of the labor market is greater than the gains. As a result, there are still a lot of surplus labors, while wages in the industrial sector rose sharply in one hand, the "labor shortage" and "employment difficulty" on the other hand. This paper argued that we should accelerate the transfer of labor-intensive industries to the inland, relax the conditions of migrant workers recruitment, reduce training costs and actively adjust the talents training mode in colleges. Therefore, we could find an effective way to solve the problem of labor shortage and employment difficulty.
