摘要
通过分析湖南省湿地保护现状及存在的主要问题,提出对湖南省湿地保护的对策和建议。包括①实施"一核(洞庭湖湿地保护核心区)、一圈(环洞庭湖湿地保护缓冲圈)、四片(泛湘资沅澧流域湿地保护片)、两廊(湖南候鸟迁徙东西走廊)"的湿地保护空间格局;②填补湿地保护空缺,建立相对完善的湿地保护网络体系;③实施以关键、重要物种保护及其栖息地保护和修复为主的生态恢复和修复工程项目;④加强"四水"调控,积极做好后三峡时代湖南省湿地保护的应对工作;⑤完善湿地保护机制,营造湿地保护的良好软环境;⑥加强动态监测评估,实施湿地保护的动态管理;⑦加强科学研究和科技支撑,提高湿地保护科技水平;⑧加强法律法规建设。
Wetland protection is important contents and arduous tasks faced by ecological cultivation construction. Based on the analysis of the status and problems of wetland protection in Hunan province, this article proposed the countermeasures and advices on wetland protection which includes：①Implementing such spatial pattern of wetland protection as＂one core（core region of Dongting Lake wetland protection）, one circle（buffer circle around Dongting Lake wetland protection）, four areas（wetland protection areas of Pan Xiangiiang Rivr, Zijiang River, Yuanjiang River, and Lishui River Basin）, two corridors（the eastern and western corridors of Hunan migratory bird moving）＂; ②Filling wetland protection vacancy and building relatively sound network system of Hunan wetland protection;③Carrying out the ecological restoration and repairing projects which choose to take the protection of key species as well as their habitat as the main tasks; ④Enhancing the adjustment and controlling of four rivers （Xiangjiang River, Zijiang River, Yuanjiang River, and Lishui River） and actively coping with the protection work of Hunan wetland during the post era of Three Gorges;⑤Improving wetland protection mechanism, and creating a good soft environment for wetland protection; ⑥Strengthening the dynamic monitoring and assessment, and executing dynamic management of wetland protection; ⑦Reinforcing scientific and technological research supporting, and improving the scientific and technological level of wetland protection;⑧Strengthening the construction of relevant laws and regulations.
