摘要
为了应对大米过剩危机,日本政府开展了一系列的大米政策改革。日本大米种植面积和总产量变化情况与日本大米政策改革息息相关。面积与产量的增减变化既是日本大米政策改革的诱因,又是改革所导致的结果。食管制度废除后,日本从大米生产、流通及贸易等方面开始进行全方位市场化改革,并根据时代要求不断调整,制定了较为完善的经营安定政策。借鉴日本经验,中国应该综合运用政府宏观调控和市场调节等手段,引导和促进大米产业的健康发展。
In order to address the crisis of rice overproduction,Japan's government carried out a series of rice policy reforms.Rice growing area and total production relate closely to the rice policy reforms in Japan.Change in area and production is both the inducing factor of rice policy reforms and is the consequence of the reforms.After the abolition of the food control system,from the perspective of rice production,circulation and trade,etc.,Japan started to conduct complete and market-based reforms.And according to the requirement of the times,Japan's government made more comprehensive policies after constant adjustments.On the basis of Japan's experience,China should use the means of combination of macro-control and market mechanism to guide and promote rice industry healthy development.
