摘要
黑龙江省科委对辖区内3个县9个乡农村合作医疗进行调查研究 ,结合国外医疗保险的支付制度、城市职工健康保障制度和基本医疗服务的界定等内容 ,探索合作医疗制度下的大病补偿比 ,并提出扩大多种筹资渠道、扩大大病保险的覆盖面 ,由后付制向预付制发展 ,加强健康教育等四点建议。
Rural joint medicine conditions were investigated by the department of science in nine towns belonged to three counties, Heilongjiang province. Using medical assurance payment system, urban employee's health assurance system and basic medical service conception for reference, the author explored the compensation rate of severe diseases under joint medicine system and gave some advice. We should add the ways of raising health funds, broaden the scope of severe diseases assurance, change from payment to pre-payment and strengthen health education.
