摘要
《中共中央关于制定国民经济和社会发展第十个五年计划的建议》中对私营企业的发展增加了“支持”二字 ,这是思想的进一步解放 ,改革的进一步深化。本文对此进行了经济学论证 ,旨在为支持、鼓励和引导私营企业的发展提供理论依据。私人所有制作为一种制度安排 ,并不是理想的 ,但它具有三大经济功能 :激励功能 ;减少外部性 ,降低费用 ;秩序生成功能。私人产权制度要发挥其经济功能 ,需要一定的外部环境条件 ,这些条件包括 :经济思想上的竞争伦理 ;充分发展和开放的市场体系 ;政府职能的正确运用。私有经济主体的行为特征 ,既有创新性一面 ,又有追求无止境利润一面 ,故必须加强监督、管理 。
There in “Proposals Concerning the Tenth Five Year Plan of National Economic and Social Development by the Central Committee of the CPC”, the word “support” is added to stress the development of private enterprises. Here in this paper is to offer an economics proof analyzing the economic functions of private ownership as a systemic arrangement, the environment for running private property and the operating features of main private economy so as to lay a theoretical basis for supporting, encouraging and guiding private enterprises.
