摘要 Global competition became prerequisite shaping the concept of open communications as a universal background for improving the reputation of a country on the international arena. For international development the concept itself is aimed at maintaining the positive reputation of a country being understood as a set of sensible and emotional tools developed on the basis of domestic and foreign policies.
