摘要
中国在社会发展过程中因邻避项目修建引发的群体性事件呈上升趋势,对经济发展和社会运行造成了极为不利的影响,致使社会稳定风险管理中政府职能优化面临严峻挑战。本文有针对性选取环境污染型邻避冲突作为对象,研究冲突管理中政府职能的缺位、错位和越位现象及其原因,并提出相应对策建议,包括重塑风险理念,明确政府职能定位;着眼风险全流程,弥补政府职能缺位;设立协调机构,改善政府职能错位;理顺释放社会空间,防止政府职能越位等。
The social stability risk by the NIMBY facilities is escalating which puts lots of adverse effects to project construction, economic development and social operation. This paper analyzes the phenomenon and its cause of vacancy, dislocation and offside about Functions of Government in Social Stability Risk of NIMNY facilities, and provides some countermeasures.
