摘要
通过文献资料、实地考察、专家访谈等研究方法,对新时期我国向体育强国迈进过程中社会体育资源配置现状进行深入剖析,结果表明:我国目前社会体育资源配置存在总体匮乏、越位与缺位并存、效率低下、机会不公平等问题。提出合理配置社会体育资源的路径:更新体育发展观念,重视社会体育发展;完善法制建设,规范资源配置行为;不断实现市场机制和政府干预的耦合;充分发挥非营利体育组织的辅助作用;促进资源整合,提高整体服务水平;优化资源配置,提高效率兼顾公平等。
The research carries out in-depth analysis of the current situation of social sports resources allocation of new era during which China is becoming a sports power. The results are based on a lot of research methods including documental literature, field visit and experts interviews. The results showed that there are several problems of China＇s current social sports resources allocation, such as deficiency of resources, offside and omission, inefficiency, inequity. The paper also proposes some suggestions on how to allocate the social sports resources reasonably, such as updating the concept of sports development, emphasizing social sports development; improving the legal system, standardizing resource allocation behavior; continuing to achieve the coupling of market mechanisms and government intervention; giving full play to the role of non-profit sports organizations ; promoting resource integration, improving the overall level of service; optimizing resource allocation and improving efficiency with fairness.
