湖南武陵山片区农业技术效率的实证分析 被引量:3

Empirical Analysis on the Agricultural Technical Efficiency of Hunan Wuling Mountain Area

摘要 利用2003—2012年湖南武陵山片区37个县(市)的投入产出面板数据,建立随机前沿生产函数模型,对其农业生产的技术效率进行测算和分析。研究结果表明,该片区整体技术效率水平不高,并且地区间存在明显的差异;"环境因素"对技术效率产生了一定的影响,自然灾害中旱灾对技术效率的负面影响比较显著;部分地区的灌溉工程、水库建设和生物防治与农业发展的实际需要不相匹配。在保证农业基础设施建设科学性与合理性的同时,还应该通过提高教育普及率和城镇化水平来推动连片特困地区农业的发展。 Wuling mountain area is the first pilot area of our country' s promoting poverty alleviation comprehensively in contiguous poor areas, where the main poverty counties of Hunan province are located, Using the panel data of the out- input in the 37 Counties (cities)from 2003 to 2012, the paper computes and analyzes the agriculture technical efficiency of Hunan Wuling mountain by constructing the function model on Stochastic Frontier Production.The result shows that, the average technical efficiency of this area is not very high in general, and significant differences in technical efficiency exist among different regions, "environmental factors" have certain effects on efficiency, The drought has a significant negative impact on the efficiency among all natural calamities, irrigation engineering, the construction of the reservoir and biological control did not match with the actual requirement of agricultural development in some reagion. So when we maintain the agricultural infrastructure construction scientificity and rationality, the popularization rate of education and urbanization should also be taken into consideration to promote the development of agriculture in contiguous poor areas.
