摘要
水平衡测试是节约用水、提高用水效率的有效措施。2011年中央提出实施最严格水资源管理制度,对用水效率提出了更高的要求。面对新形势,上海需进一步完善水平衡测试管理制度,具体建议从以下几个方面完善:(1)水平衡测试的内容、范围和周期。月用水量5 000 m3以上的用水单位每5年开展一次;(2)水平衡测试的方式。可以自行开展也可以委托专业测试机构开展;(3)水平衡测试的监督管理。可以从测试过程、事后备案、专业测试机构等方面加强监管。
Water balance test is an effective measures to save water and to improve the efficiency of water use. The Central Government put forward the most strict water resources management system in 2011 to raise higher requirements on water use efficiency. Facing the new situation, Shanghai should further improve the system of water balance test, the concrete can be improved from the following aspects ： （ 1 ） Scope and period of water balance test. Monthly water consumption more than 5 000 m3 of water users once every 5 years; （2） Methods of water balance test. Perform their own to test, also commissioned a professional testing organizations to test; （3） Supervision and management of water balance test. Can strength supervision from the testing process, keep on record after testing, professional testing agencies and so on.
