摘要
文章介绍了美国国家科学与工程统计中心(NCSES)的7项R&D经费调查,总结了美国R&D经费调查的特点。然后,比较了中美两国在统计体制、R&D经费调查方法、R&D经费调查对象等方面的差异。完善中国R&D经费统计,一是要逐步建立R&D统计调查制度;二是要从单一渠道调查向多渠道调查发展;三是要采用抽样调查的方式,试点调查R&D强度较高的小微企业。
Seven R＆D surveys conducted in NCSES are introduced, and characteristics of them are summarized at the beginning of this paper. Then statistical system, R＆D survey methods, and R＆D target population are compared between America and China. Finally some suggestions are proposed to improve China＇s R＆D statistics according to the comparison, first is to build R＆D statistical survey system, second is to develop multi-channel survey from single channel, and third is to conduct pilot survey of R＆D-intensive small and micro enterprises using sampling survey method.
