摘要
教育治理体系现代化的主要衡量标准是教育权力运行的制度化与规范化、过程民主化、运行法治化、结构一体化和效率最大化。而教育治理体系现代化的实现面临着教育法制不足与教育治理的制度创新需求之间的矛盾;三元治理结构之规范市场、成熟社会组织的"缺位";规范性、文化-认知性制度与规制性制度的角力和政府"管制者"向"治理者"角色转换的"差位"等问题。为此,需要从以下四个方面推进教育治理体系的现代化:构建教育治理体系的法治基础、促进教育治理体系的制度创新、构筑互动有序的教育治理结构、提升教育治理行动者的能动性。
With the influence of modernization of national governance system and governance capacity, modernization of education governance system and governance capacity have become new "barometers" of comprehensive reform in the field of education. The main measure standard of modernization of education governance system is institutionalization and standardization of education power to run, democratization of process, running by the rules of law, structure integration and efficiency maximization. However, achieving the goal of modernization is facing contradiction between the shortage of educational legal system and the demand of institutional innovation of education governance, "absence" of normative market and mature social organization in the ternary governance structure: wrestle of normative, cultural-cognitive elements and regulative elements, and the awry transformation of role of government governance from "regulator" to "governance people". Therefore, to promote the modernization of education governance system, it is necessary to make efforts in the following four aspects: conducting complete planning of hastitution to promote the institutional innovation of education management system, and promoting the modernization of the subject of management to elevate the activation of the practitioners.
