摘要
明晰职权是实现政府职能转变的重要前提。本文从政府职能转变进程中明晰政府职权入手,详细论述了推进政府职能转变,明晰政府职权的四个向度,即向市场放权、向社会让权、横向分权、纵向移权。认为只有科学合理地划分政府权力结构,积极稳妥地推进简政放权,逐步形成政府职权精细化管理的多元化格局,我们才能最终实现科学有效的权力制约和协调机制,真正转变政府职能,建立起完善的中国特色社会主义行政管理体制。
Clearing the powers is the important premise of transformation ing the powers in the process of transformation of government of government function. The article starts from clearfunction , argues that the four dimensions of clearing the powers include the decentralization to the market, the decentralization to the society, the horizontal decentralization and the vertical decentralization. Only through dividing governmental power structures scientifically and reasonably, pushing forward the Streamlined Administration and Decentralization actively and steadily, and forming the diversified pattern of governmental power gradually, we may ultimately achieve scientific and effective mechanisms of power restriction and coordination , truly realize the transformation of government function, and establish an overall objective of socialist public administrative system with Chinese characteristics.
