摘要
生态系统是人类各项福祉的物质基础,二者关系的研究已成为近期生态经济学领域的新热点.从理论上分析了我国现阶段农地非农流转的发生过程机制,构建了相应的生态补偿机制框架.结果表明:(1)人类生态福祉与农地生态系统密切相关,农地非农流转在一定程度上提高了土地经济效益和社会效益,但生态效益损失巨大;(2)单纯的市场机制没有考虑农地非农流转的生态福祉损失,无法实现土地最佳配置,流转规模偏大;(3)征地生态补偿能够在一定程度上实现土地资源的最优配置,具体补偿可采取政府主导型模式,以失地农民及周边一定区域范围内居民为对象,考虑建立健全有效的保障体系.
Ecosystem is the material basis of human well-being and the research of their relationship has recently become a hot topic in the field of ecological economics. The existing non agricultural land transference in China was systematically analyzed to build the corresponding ecological compensation framework. Non-agricultural transference of agricultural land has improved the economic and social benefits to some extent but has brought huge loss of ecological benefits,for the market mechanism is limited in cutting the loss of ecological well-being caused by non-agricultural transference of agricultural land and achieving the best allocation of land resources. Ecological compensation for land requisition fulfills the optimal allocation for land resources to a greater extent, so a robust and effective security system could be established and led by the government to compensate farmers whose land is expropriated and the surrounding residents whose well-being partly depends upon the land.
