摘要
目的 通过汶川、玉树、芦山三次大地震对比分析探讨灾难医学应急体系建设.方法 从官方网站、媒体网络、万方医学网收集汶川地震、玉树和芦山地震相关数据和资料,对灾难医学应急体系进行比较分析.结果 经历三次大地震救援,中国灾难医学应急体系趋于科学化和制度化,应急响应趋于迅速高效,恢复重建趋于科学有序.存在应急预防和应急预警缺失,法律组织机构不完善,社区应急意识、能力不高,参与应急机制缓慢.结论 中国政府主导模式的应急管理体制在灾难响应、重建优质高效,但需强化灾难预防、预警,构建减灾型社区,完善法律体系组织机构等建设。
Objective To conduct a comparative analysis on the rescue performance in the three major earthquakes occurred in Wenchuan, Yushu and Lushan, and explore establishment of disaster and emergency rescue system in China. Methods The information and data of three major earthquakes were collected from public websites and media network. Descriptive analysis methods were used to demonstrate the disaster medical rescue system. Results It reflected an intend of more rapid, orderly, and effective emergency response, rescue performance, and reconstruction in the three major earthquakes. However, there was still a quite room for improvement, such as prevention and early warning, emergency awareness and participation in communities. Conclusion The existing disaster and emergency rescue system model has proved itself as being effective in emergency response and rescue performance in the three major earthquake disasters. However, the following areas are considered to be improved： disaster prevention, early warning. In addition, it is important to establish the post-disaster community of which all necessary services are in place
