摘要
农村最低生活保障是一种公共物品,具有明显的公共性,具体表现在:农村低保的责任主体与提供者是地方政府,农村低保的消费者不用付费,农村低保具有广泛的影响。但现实中存在着农村低保公共性"扭曲"问题,笔者主要从主体及具体的运作过程两方面进行原因的阐述,并提出了解决公共性方面问题两大建议——完善法律制度和加强相关主体的参与监督。
The rural minimum living security is a kind of public goods,having obvious commonality： the local government is the provider and responsible for the rural minimum living security,it is free for consumers and it has wide influence.But in reality,there is a distortion of its public nature.The author describes reasons of the distortion from the bodies and the actual process of operation,and finally the author makes two advices,the first is improving the legal system andthe second is strengthening the participation of the relevant supervisory bodies.
