摘要
社会保障水平对于社会保障制度的发展方向和可持续性乃至经济发展都有着重要的作用。在修正已有测算指标的基础上,选取了总体性和结构性共15项指标,运用因子分析法对陕西省社会保障水平进行了测算和评价,研究发现:陕西省社会保障水平自2001年以来平稳增长,总体上高于全国平均水平,基本与地区经济发展水平相适应,但10个地市间差异明显。下一阶段的重点应放在继续加快经济发展,抓住城镇化的战略机遇,缩小地区间经济发展差距,加快基本公共服务的均等化。
The level of social security directly affect the direction of the social security system and effects, as well as the sustainability of the social security system and economic development. Based on amended existing indicators, this paper selects 15 overall and structural indicators and uses factor analysis method to measure and evaluate the level of social security in Shaanxi Province. The result shows that the overall level of social security steady growth, and is higher than the national average from 2001 to 2012 decade, adapting to the regional economic development level. But it shows a state of large regional differences in Shaanxi Province. The focus should be placed on the accelerated economic development by seizing the strategic opportunities of ur- banization and bridging the regional disparities in next stage.
