摘要
收入分配秩序是指收入分配主体进行社会成果分配所表现出的行为和结果。合理的收入分配秩序应该具备收入分配格局合理、收入形成合理、收入结构合理、收入增长机制合理和收支透明等特点。目前我国过大的收入分配差距与收入分配秩序的混乱有着密切的关系。因此,进行收入分配制度改革,缩小收入分配差距,必须规范政府、企业、市场的分配行为,从收入分配格局、收入形成、收入结构、收入增长和收支透明化五个方面入手,推动形成公开透明、公正合理的收入分配秩序。
The order of income distribution is the result of behavior in distributing social products by the subjects. A rational order of income distribution has a set of characteristics, such as a rational pattern of distribution, a rational formation of income, a rational structure of income, a rational income growth mechanism, and the transparency of revenue and expenditure. The overlarge gap of income in China at present is closely relative to the chaos in the order of income distribution. Thus, in reforming the system of income distribution and shortening the gap of income, it must be done at first hand to standardize the behaviors of governments, enterprises, and markets. An open and transparency, fair and rational order of income distribution remains us to make great efforts on such respects as the pattern of distribution, the formation of income, the structure of income, the income promotion, and the transparency of revenue and expenditure.
