摘要
目的:为较好地解决军队医院就诊地方患者的联网实时结算问题,开发军队医院门诊共享平台。方法:使用Windows XP或Windows 7系统,利用网闸、安全隔离网关技术,与地方医保信息工程人员合作,共同构建共享平台。结果:该平台实现了阶段内患者诊疗信息在地区内各医疗机构的实时查询,规范了医患双方的诊疗行为,达到了医保基金使用的最大化。结论:军队医院医保门诊共享平台解决了院际之间医保患者就诊信息的共享问题,遏制了部分医保患者重复购药、恶意骗保的违规行为,规范了门诊医师的诊疗活动,维护了社保和医院的公信力,非常值得推广应用。
Objective To develop an outpatient sharing platform in military hospital to realize on-line and real-time accounting for civilian patients. Methods Windows XP/Windows 7 system, netgap technology, safety isolating gateway technology, civilian medical insurance information engineer were involved in the development of the platform. Results The platform realized real-time inquiry of patient information in regional medical facilities, standardized diagnosis and treatment, and maximum utilization of medical insurance funds. Conclusion The platform implements the information sharing of medical insurance patients, obstructs irregular behaviors of repetitive drug purchasing and defrauding insurance benefit, and standardizes the diagnosis and treatment.
