摘要
在影响雾霾天气的诸因素中,机动车尾气排放是最主要因素之一,因而对雾霾天气的综合防治应相对突出对机动车的优化管理。围绕这一重点,从战略高度需要调整和优化现有的交通运输结构,使之符合可持续交通发展的根本要求,这是从根本上最大程度减少机动车尾气排放,预防雾霾天气多发的关键所在。为此,各级管理部门需要制定相应的配套政策措施,包括更高效地利用碳金融机制、加快轨道交通发展、征收道路交通拥堵费用、完善新能源汽车补贴政策、整合道路的使用、鼓励低碳出行等促进环保交通政策的制度等,来降低道路交通使用效率,以保证这一战略目标的实现。
Among the factors influencing haze weather, vehicle exhaust emissions is the most important one. Therefore the comprehensive control of haze weather should be relatively prominent optimization management of motor vehicle. Centered around this point,the existing transport structure should be adjusted and optimized from a strategic height so as to meet the fundamental requirements of sustainable transportation development. This is the key to prevent the frequent haze weather by fundamentally reducing vehicle emissions. Therefore, management departments at all levels should formulate corresponding supporting policies and measures, such as policy system of promoting environmental protection transportation, such as more efficiently using carbon finance mechanism, accelerating the development of rail transportation, levying road traffic congestion charge, bettering the new subsidy policies for new energy vehicles, integrating road use, encouraging low-carbon travel etc. to reduce the traffic efficiency in order to ensure the realization of the strategic target.
