摘要
类比法是环境影响评价工作中常用的方法之一。正确认识类比法,避免该方法的滥用和误用,对于提高环境影响评价质量意义重大。类比法常用于污染源强估算、清洁生产水平分析、预测评价方法选择等情形,其应用时常出现类比双方情况迥异、被类比对象介绍欠缺、连环类比论证等错误。合理使用类比法,应遵循源强分析时取保守值、工艺技术装备取较高水平、类比双方尽可能同行业或同地域、尽量类比较简单较基础的参数等原则。
analogy is commonly used in environmental impact assessment （EIA）, such as in estima- tion of pollution source intensity, evaluation of cleaner production level, and selection of prediction and assessment methods, and etc. Misuse of it often took place, like the analogized objects being un- der very different circumstances, lack of introductions of the analogized objects, wrong deducted re- sults from a chain analogy, and so on. A reliable analogy should followed these tips： use the conser- vative value in choosing pollution source intensities; take more advanced technology and equipment level ; two objects to be analogized are as far as possible in the same industry or region; and take the simple fundamental parameters as the analogized objects.
