摘要
中国近代以来形成的图书馆文化深受西方社会影响，但由于时代的发展以及国情的不同，中外图书馆也存在着应用、立法、准入制度的差别。
Library culture has a long history, and has been greatly affected by western society since modem times. With the evolution of time and the distinctive national conditions, Chinese and foreign libraries differ not only in the concept of serving the public, but also in application, legislation and access control.
